HOW DO YOU MAKE FLOURISHES ON PHOTOSHOP???

Hey Ladies!
I was wondering, does anyone know how to make flourishes on Photoshop. I have searched online for free flourishes and I haven't found any that I really like. Other websites have them for a small fee but I want to see what I could do own my own, you know, let my artistic juices flow! Any help would be GREATLY APPRECIATED!!!

I should add you can also use dingbats which is nothing but a font.
Load them into your fonts and as you type different lettes and numbers they create different designs:
